Overview
The Singapore National AI Strategy 2.0 (NAIS 2.0) was launched in December 2023 as the successor to the original National AI Strategy published in 2019. It sets out Singapore's vision and action plan for AI over the next decade, covering both AI for the public good and AI for economic competitiveness. NAIS 2.0 is structured around three key activity systems: using AI to upgrade Singapore's capabilities and capacity, developing AI to build a robust and innovative ecosystem, and trusting AI through governance and safety frameworks. The strategy identifies three foundational enablers: compute infrastructure, talent, and data. It designates several priority sectors including healthcare, education, financial services, and the public sector. The strategy also emphasises Singapore's ambition to contribute to international AI governance norms, building on the country's track record with the Model AI Governance Framework and AI Verify. NAIS 2.0 does not impose legally binding obligations on private sector entities but signals regulatory direction and investment priorities that directly influence procurement, partnership, and compliance planning for enterprises operating in or from Singapore.
Key Requirements
- •No mandatory compliance obligations; the framework is voluntary for private sector actors
- •Enterprises in priority sectors (healthcare, education, finance, public sector) are encouraged to align AI deployments with NAIS 2.0 principles
- •Organisations are expected to adopt responsible AI practices consistent with Singapore's Model AI Governance Framework
- •AI developers and deployers should track NAIS 2.0 roadmap commitments, as they anticipate forthcoming regulatory instruments
- •Public sector agencies are directed to increase AI adoption in line with strategy targets
- •Participation in AI Verify and Veritas consortium initiatives is strongly encouraged as a demonstration of responsible AI alignment
What Your Organization Must Do
- →Map your organisation's Singapore AI use cases to the priority sectors identified in NAIS 2.0 to anticipate where regulatory attention is likely to intensify
- →Engage with IMDA and SNDGO consultation processes to shape forthcoming guidelines that will flow from NAIS 2.0 commitments
- →Review internal AI governance programmes against the three NAIS 2.0 activity systems to identify alignment gaps before sector-specific rules emerge
- →Incorporate NAIS 2.0 language into board-level AI strategy documentation to demonstrate awareness of national regulatory direction
- →Monitor official SNDGO and IMDA publications for strategy implementation milestones that may trigger new compliance obligations
- →Evaluate participation in national AI testing and governance programmes such as AI Verify as a reputational and regulatory positioning measure
