Overview

Then Deputy Prime Minister Lawrence Wong launched the Singapore National AI Strategy 2.0 (NAIS 2.0) on 4 December 2023, succeeding the 2019 strategy. It covers AI for the public good and for economic competitiveness, with 15 actions over the next three to five years. It is organised around three systems: Activity Drivers, People and Communities, and Infrastructure and Environment. These work through 10 enablers, including talent, compute, data, and a trusted environment. A National AI Council, chaired by Prime Minister Wong, was set up in February 2026. On 20 May 2026 the Minister for Digital Development and Information announced an update with 10 refreshed priorities, which builds on NAIS 2.0. It designates several priority sectors including healthcare, education, financial services, and the public sector. The strategy also emphasises Singapore's ambition to contribute to international AI governance norms, building on the country's track record with the Model AI Governance Framework and AI Verify. NAIS 2.0 does not impose legally binding obligations on private sector entities but signals regulatory direction and investment priorities that directly influence procurement, partnership, and compliance planning for enterprises operating in or from Singapore.

Key Requirements

  • •No mandatory compliance obligations; the framework is voluntary for private sector actors
  • •Enterprises in priority sectors (healthcare, education, finance, public sector) are encouraged to align AI deployments with NAIS 2.0 principles
  • •Organisations are expected to adopt responsible AI practices consistent with Singapore's Model AI Governance Framework
  • •AI developers and deployers should track NAIS 2.0 roadmap commitments, as they anticipate forthcoming regulatory instruments
  • •Public sector agencies are directed to increase AI adoption in line with strategy targets
  • •Participation in AI Verify and Veritas consortium initiatives is strongly encouraged as a demonstration of responsible AI alignment

  • →Check whether your use cases fall in the named priority sectors: healthcare, education, financial services, or the public sector.
  • →Align voluntary responsible AI practices with Singapore's Model AI Governance Framework, which the strategy builds on.
  • →Consider joining AI Verify or Veritas consortium work to show responsible AI alignment to partners and buyers.
  • →Brief procurement and partnership teams that the strategy signals investment direction, not binding private sector duties.
  • →Track announcements from the National AI Council and the Ministry of Digital Development and Information for future rules.
