Cognitive autonomy refers to an AI system's capacity to make decisions and take actions with minimal human oversight or intervention. In enterprise governance, this matters because highly autonomous systems can operate at scale and speed but introduce significant risks around accountability, bias amplification, and uncontrolled behavior if not properly constrained. Organizations must establish clear boundaries around which decisions require human review, build robust monitoring systems, and ensure they can meaningfully intervene or override autonomous AI actions when needed.
