Cross-Border Governance
Cross-border governance refers to the challenge of managing AI systems that operate across multiple national legal regimes, where data, models, and decisions may move between jurisdictions with conflicting or overlapping rules. For enterprises, this means a system built or hosted in one country can trigger obligations under the laws of every country where it is used or where affected people live, such as the EU AI Act, US state laws, and data transfer rules. Compliance teams need to map these overlapping requirements, decide which standard to apply globally, and document how data and model access are controlled across borders.
