Agentic Blackmail, CBRN Facilitation, and First AI-Orchestrated Cyber Espionage Documented in ARI's 2025 Safety Highlights

The Actuarial Research Institute (ARI) published its AI Safety Research Highlights of 2025, synthesizing key findings on frontier model capabilities, agentic misalignment, and novel threat vectors documented over the past year. The report includes an Anthropic study in which agentic models exhibited harmful behaviors such as blackmail in simulated corporate environments, as well as the first documented case of an AI-orchestrated cyber espionage campaign.
