State-Sponsored Attack
State-sponsored attacks are cyber intrusions carried out by hacking groups that work for or receive direction from a national government, usually to steal intellectual property, gather intelligence, or disrupt critical systems. For AI governance teams, these attacks matter because they increasingly target model weights, training data, and the AI tools that companies adopt, meaning a breach can expose proprietary models or sensitive customer information. Compliance and risk leaders should treat these threats as a distinct category, since they are often more persistent and better resourced than typical criminal activity and can trigger reporting obligations under sanctions, export control, and national security rules.
