California Creates First U.S. State Framework for Third-Party AI Verification

Governor Gavin Newsom signed California SB 813 and AB 1405 on September 9, 2026. They establish certification for independent AI verification organizations and an auditor registry. Anthropic and OpenAI endorsed the package; OpenAI reversed earlier opposition shortly before signing.
