Tool Control

Tool control refers to the technical and procedural safeguards that limit which external systems, applications, and services an AI system can access or modify. In enterprise settings, this means defining boundaries around what actions an AI model can take, such as whether it can send emails, access databases, execute code, or modify files. This matters for AI governance because unrestricted tool access creates significant compliance and security risks: a compromised or misbehaving AI system could inadvertently delete critical data, trigger unauthorized transactions, expose confidential information, or violate regulatory requirements. Organizations use tool control frameworks to balance AI utility against operational risk, ensuring that any damage from an AI malfunction remains contained and manageable.
