Free speech refers to the legal and ethical principle that individuals and organizations should be able to express ideas, opinions, and information without government or institutional censorship or retaliation. In AI governance, free speech concerns arise when content moderation policies, automated filtering systems, or organizational speech codes restrict what employees, users, or developers can say about AI systems, safety findings, or company practices. Organizations must balance legitimate interests like preventing harassment or protecting trade secrets against obligations to allow good-faith criticism, research publication, and whistleblowing, particularly when those activities serve compliance, safety, or public accountability goals.
