Emergent Capabilities
Emergent capabilities are abilities that appear in AI models at certain scales of training or size without being explicitly designed or tested for, and they can show up suddenly rather than improving gradually. For governance teams, this matters because a model's risk profile may change after a scale-up or a fine-tune, so a system that passed review last year could now perform tasks it was never assessed against. Researchers continue to debate whether these jumps are real or partly an artifact of how performance is measured, which is one reason regulators and internal risk committees increasingly require ongoing evaluation rather than one-time sign-off.
