China has moved faster than any other major jurisdiction to regulate AI, beginning with algorithm recommendation rules in 2022 and accelerating through generative AI rules and a comprehensive AI law now advancing through the legislature.

The framework is distributed across agencies: the Cyberspace Administration of China oversees generative AI and algorithmic systems, the Ministry of Industry and Information Technology governs AI in industrial contexts, and the National Data Administration coordinates data governance requirements.

For multinationals, Chinese AI regulations apply to services provided to users in China, even by foreign companies.
